Is it ok to launch rockets and mortars from civilian centers? How about using ambulances as a form of transporting fighters during a conflict? Maybe if hard line Palestinian groups started caring more about their own people (like the Japanese towards the end of World War 2) and less about killing their enemy then Palestine would actually be created in co-existence with Israel.
